			<content:encoded><![CDATA[<p></p><p>Looking at some market stats for Crozet (as defined by the Zip Code, 22932). Bullet points first:</p>
<p>- I&#8217;m no longer making comparisons beyond three years &#8211; the &#8220;boom/bubble&#8221; years are irrelevant. What matters now is where we are, where we were recently and where we&#8217;re going.</p>
<p>- <b>Active Listings</b>: Still too many houses on the market in Crozet. Until some of this inventory is sold, we&#8217;re still going to struggle with declining prices, high days on market and short sales and foreclosures.</p>
<p>- <b>New Listings</b>: Declining. This is good. See the remarks for &#8220;Active Listings&#8221;</p>
<p>- <b>All Pendings (under contract homes)</b>: Higher than this time in 2010 and 2009; this is a good thing. More homes under contract will hopefully lead to fewer homes on the market, leading to real estate market stability.</p>
<p>- <b>New Pendings</b>: Up. Good.</p>
<p>- <b>Sold Listings</b>: Up, year over year. This is a good thing. We&#8217;re on a slower pace than this time last year, but that&#8217;s ok. If we can build stability slowly, we&#8217;ll be ok.</p>
<p>Keep in mind that these statistics are top-level analysis for the Crozet real estate market, inclusive of town homes, (as in, the Highlands and the town homes in Old Trail) single family (as in Laurel Hills, Parkside Village) and new construction and resale homes.</p>
<p>All real estate markets are local. There are subtle and stark market differentiations within even Crozet &#8211; based on community offerings (the pool in Western Ridge is nice), proximity to downtown Crozet, proximity to the Old Trail town center, etc.</p>
<p>If you&#8217;re thinking about selling, do your due diligence. If you&#8217;re considering buying, do your due diligence. There&#8217;s a lot to learn on both accounts. <p><b>So … the Crozet real estate market right now boils down to this:</b></p>
<p>- New construction in Crozet is doing quite well.</p>
<p>- Existing homes are competing with new construction, buyers can be, and are being choosy and are often choosing new construction.</p>
<p>- If you&#8217;re looking to sell our home in Crozet: <b>Price.It. Well.</b> My <a href="http://www.realcentralva.com/2008/01/29/what-happens-if-charlottesville-becomes-a-declining-market/" target="_blank">advice since 2008 remains true</a>:</p>

  &#8211; Advice for buyers – do your due diligence, be patient, save your money in the meantime.?
</p></blockquote>
<blockquote><p>
  &#8211; For Sellers – as I said <a href="http://www.realcentralva.com/2007/11/26/lest-you-get-the-impression-that-things-arent-selling/" target="_blank">last year</a> – do not attempt to chase the market down. Beat it down. (<a href="http://www.realcentralva.com/contact-me/" title="Contact Charlottesville Realtor Jim Duncan">ask me</a> for advice)

<p><b>Briefly</b>:</p>
<p>- Homes under contract are about the same as last year at this time.</p>
<p>- New listings coming on the market are down markedly; this is very good &#8211; the fewer homes on the market, the better chance for existing inventory to be sold.</p>

<p>** Days on Market and Sold to Original List Price ratio are so easily gamed and manipulated that they are *wrong*. Sold to OLP ratio *demands* individual analysis to account for re-lists, expired and re-lists, etc.  Average is probably closer to 80%. Some are 100%, some are $60%.</p>

<p><a href="http://www.readthehook.com/90459/instant-attachment-parkside-village-calls-first-timers" target="_blank" title="Parkside Village in the HooK">The HooK, in their weekly On the Block feature described Parkside Village pretty well when writing about a property I am co-marketing</a>:</p>

<p>The Homebuyer Tax Credit still around for Veterans.</p>
<p><a href="http://www.irs.gov/newsroom/article/0,,id=215594,00.html">Thanks to IRS.gov</a>:</p>
<blockquote><p>Additionally, there are new benefits for members of the military and certain other federal employees:</p>
<p>	•	<strong>Members of the military and certain other federal employees serving outside the U.S. have an extra year to buy a principal residence in the U.S. and qualify for the credit. </strong>Thus, an eligible taxpayer must buy, or enter into a binding contract to buy, a principal residence on or before April 30, 2011. If a binding contract is entered into by that date, the taxpayer has until June 30, 2011, to close on the purchase. <strong>Members of the uniformed services, members of the Foreign Service and employees of the intelligence community are eligible for this special rule. It applies to any individual (and, if married, the individual’s spouse) who serves on qualified official extended duty service outside of the United States for at least 90 days during the period beginning after Dec. 31, 2008, and ending before May 1, 2010.</strong><span id="more-1633"></span>•	In many cases, the credit repayment (recapture) requirement is waived for members of the uniformed services, members of the Foreign Service and employees of the intelligence community. <p>I have <a href="http://www.google.com/search?sourceid=chrome&amp;ie=UTF-8&amp;q=site:realcentralva.com+%22tax+credit%22">long advocated against the homebuyer tax credit</a>, but I&#8217;ll moderate my opinion with respect to our veterans; we can&#8217;t thank them enough and this seems to be a small gesture.</p>
<p>My question with respect to the bolded items above &#8211; I wonder how and if this applies to the folks at <a href="http://www.cvillepedia.org/mediawiki/index.php/Rivanna_Station" title="Rivanna Station Military Base">Rivanna Station Military Base</a> who are deployed for months at a time. My &#8220;I&#8217;m neither an accountant nor IRS person nor do I play one on TV&#8221; reading is that the answer is &#8220;probably.&#8221;</p>

  While  Albemarle County  is seeking to increase its industrial and commercial land activity, proposals reviewed as part of the  Crozet Master Plan  to build a new business park and convert some residential homes to mixed use have been rejected by the  Planning Commission .      The one thing I have not yet heard or read is what types of businesses might be in the business park.   That would be helpful. <p><hr />

			<content:encoded><![CDATA[<p></p><p>Public Hearing for Proposed Gas Station/Convenience Store on Route 250 &#8211; Before the Albemarle County Planning Commission</p>

<p>There will be a public hearing for the proposed RestoreNStation gas station/convenience store looking to be located on Route 250 on April 20 at 6 p.m. at the Downtown County Office Building, Lane Auditorium, on the 2nd floor.</p>
<p>Please be aware that sometimes agendas for these meetings can change, so check this website for any possible changes. (<a href="http://www.albemarle.org/department.asp?department=planning&amp;relpage=2401">check here</a>). This e-mail list will be updated if there are any changes to the agenda for the evening.</p>
<p>The public hearing will give citizens a chance to express their opinions about the proposed RestoreNStation gas station/convenience store, which, if approved, will be the second largest gas station in the county. The proposed project is on a lot near the Brownsville Market and the high school, and in front of the community known as Freetown. The proposed gas station/convenience store will service cars and diesel semi-trucks, both from local traffic and traffic on Interstate 64. There are several issues being reviewed by the County with relation to this proposed gas station/convenience store, some of which have been taken up by the Architectural Review Board. A VDOT traffic study is currently completed in order to fulfill a legal requirement for the project, as the applicant projects that the project will generate at least 2,500 additional trips on Route 250 per day- 25% more trips than are currently recorded on that section of Route 250. This increased tra ffic projection currently does not include diesel trucks coming from the interstate.</p>
<p>This public hearing will be on the water aspects of the project. For <a href="http://" title="Untitled">background, you can read the Crozet Gazette article about the project from its January issue, if you haven&#8217;t already</a>. It can be found online at:</p>
<p>The applicant for this project is looking to build on land that is zoned Highway Commercial, (from the old pre-Master Planning days). However, the project is not connected to water and sewer, and the County Zoning Administrator has determined that the applicant needs a special use permit, given the size of the proposed development and its water consumption. Any applicant needs to get a Special Use Permit to build when the County determines that you are going to pull more than 400 gallons of water per site acre per day for a project. The site is approximately 4 acres in size, which would give the applicant an allotment of 1,600 gallons of water per day to pull from the ground, (4 acres x 400 gallons per site acre per day).</p>
<p>
The County has determined that the project will use more than the allotted 1,600 gallons per day. So, the applicant has asked for a Special Use Permit to use more than their water allotment. Although the applicant maintains that they won?t use their full allotment of water, he did not make an appeal to the County on this matter, so the Special Use Permit requirement will be addressed at this Planning Commission meeting.</p>

I also expect that that &#8220;nine&#8221; will increase by a few as transactions are closed out over the next few days. </p>
<p>Even more heartening is the fact that properties placed under contract in Crozet are double last year as well.</p>

			<content:encoded><![CDATA[<p></p><p>Crozet has traditionally been regarded as having high-quality public schools; as such we benefit from the market created by our schools. </p>
<p><strong>Do better schools increase house prices?</strong> From my perspective as a Realtor in the Crozet area, the answer is <strong><em>yes</em></strong>. I have never had buyers tell me that they wanted to live in a bad school district; but virtually every single one &#8211; whether they have kids or not &#8211; wants to be in a good school district. Frankly, I don&#8217;t need metrics or analysis or data to support my conclusion; <em><strong>I know that people buying homes in Charlottesville and Albemarle want good schools.</strong></em></p>
<p>All the data in the world isn&#8217;t going to change my opinion, either as a Realtor or as a parent, that good, quality schools matter &#8211; to our kids and to our housing values.</p>

<blockquote><p>For many people, an important consideration when buying a house is the quality of the local public schools. There is a general perception that, all else equal, houses in better school districts will cost more.<br />

<p>So what? What happens to Albemarle County home values if:</p>
<p>1 &#8211; Albemarle County schools cannot trim the fat sufficiently and<br />
2 &#8211; They have to make so many dramatic cuts?</p>

At this point in the process, I don’t like trying to address a budget challenge by manipulating the tax rate, but I think the public deserves some factual information about the different scenarios and how that might impact their personal pocketbooks. At this point, the burden has been put on local government and it has few revenue tools at its disposal. We all need to understand the cost-benefit of the status quo, the current tax rate, which in reality is a tax reduction.</p></blockquote>

<blockquote><p>In the analysis I have provided, here is the bottom line for the median household (2009 sales price) in Albemarle.</p></blockquote>
<blockquote><p>• With the <span style="text-decoration: underline;">worst case state funding scenario</span> (new reductions of $9 million), a property tax rate of 86.5 cents would fund Dr. Moran’s budget with only Tier 1 cuts implemented. That rate would increase ANNUAL tax payments by $272.08 for the median priced home when compared to 2009.</p></blockquote>
<blockquote><p>• In the <span style="text-decoration: underline;">best case state funding scenario</span>, a property tax rate of 81.9 cents would balance the budget and increase ANNUAL tax payments by $146.19 for the median priced home when compared to 2009.</p></blockquote>

<blockquote><p><strong>The quality of local public schools is widely believed to be a key determinant of housing prices.</strong>1 However, the strength of the consensus is puzzling, given the formidable empirical challenges facing any homeowner or empirical researcher seeking to answer the question carefully.2 First, good schools usually come bundled with other neighborhood qualities&#8211; such as proximity to employment, shopping and recreational conveniences and neighborhood peers. Because the homebuyers who enjoy (and can afford) such amenities tend to congregate together, it is difficult to isolate the effect of schools from the effect of these other traits that accompany good schools. Second, it is difficult to disentangle the valuation of the schools themselves (school facilities, curriculum, teachers and principals) from the valuation of the quality of peers available at the school. Common measures of school quality (such as test scores) typically reflect both the quality of the education being offered and the characteristics of the incoming students.3 It is unclear whether homebuyers are paying for quality schools or quality classmates<br />

  2010 will be an interesting year to watch. Employment numbers continue to creep higher throughout the country and the state; national debt and deficit levels are of a constant concern; the foreclosures and short sales will increase; and yet there are positive signs that our market is making a stride toward normalcy. Number of transactions increased from Q2 to Q3. On a seasonally adjusted rate, sales increased from Q3 to Q4 by more than 10.8%. Charlottesville remains lowest of all Virginia for unemployment rates. And while statewide and nationwide unemployment numbers are up, Charlottesville has fallen for four straight months (Aug thru Nov) to 5.1%, which is lower than we have seen since December of 2008.

  The big “what-if” for 2010 will be keeping an eye on Short Sales and Foreclosures across Central Virginia. We will go into this in more detail, but the basic issue is that Short Sales are up all across our state, and Charlottesville is not completely immune. Foreclosures are up significantly in Central Virginia, but are still way behind rates in other parts of the state. If that trend ends, and Central Virginia catches up with Richmond and Northern Virginia, we will see a significant erosion on prices throughout this year. As it stands, signs point to another 6-9 months of price drops followed by some stabilization, but no sign of increases in the next 18-24 months.

<p>How often do homes like this turn over/sell in Crozet? &#8220;This&#8221; being about 2000 square feet, at least three bedrooms and at least two bathrooms.</p>
<p><strong>Looking at the question through the lens of its expected/possible value:<br />
