Bake Sale for Jesse McDaniel at Great Valu Sunday, March 14, 1 to 5 pm

The community is holding another bake sale to benefit Great Valu’s Jesse McDaniel, who has lung cancer and is currently hospitalized. Contributions (and shoppers!) are needed. All baked goods are welcome: breads, cookies, brownies, donuts, muffins, cupcakes, pies, whole cakes, even items like quiche. All items should be packaged in Ziploc-style bags or other non-returnable containers, labeled with the name (i.e. “White Chocolate Macadamia Nut cookies” or “Banana Muffins”) and any potential allergens, and priced by the baker. Suggested pricing: $1 for cupcakes/muffins/large brownies or a bag of 3 medium or 2 large cookies. The standard Avery mailing labels work well for this purpose.

Bring items to the store the day of the sale, preferably between 12:30 and 1:00 if possible, but late contributions are welcome too. If necessary, you can drop them off that morning at the store. Please email Carole Keathley, who is organizing the sale, at bakeforjesse AT yahoo DOT com or call her at 823-7017 to let her know what you specifically will be baking and how much, and if you have any questions. The fact is most everybody is worth a lot less today than two years ago and the loss is not imaginary or inconsequential, regardless of whether government tells you that four percent is an accurate adjustment to your balance sheet facts. The government needs to tighten up, too, and to be realistic, probably more than it is willing to think about without even more citizen pressure.

I wish I made the time to visit King Family Vineyards more often. From King Family’s email newsletter:

The Governor’s Cup Wine Competition, held January 23, 2010, received over 200 entries. Of those entries, only 15 wines received gold medals.  Our 2007 Meritage was picked as the best of the gold medals, taking home the prestigious Governor’s Cup award. The 2007 Merlot and 2008 Cabernet Franc each received a silver medal.

Virginia Gov. Robert F. McDonnell presented the 2010 Governor’s Cup on Friday to King Family Vineyards of Crozet, near Charlottesville, for its 2007 Meritage. The ceremony at the Virginia Wine Expo in Richmond was an annual rite of celebration of Virginia’s rapidly growing wine industry.

The King Family Meritage (rhymes with “heritage”) triumphed over more than 200 other entries from 61 wineries. A total of 126 medals were awarded in judging that took place Jan. 23 at Lansdowne Resort in Leesburg. The 15 gold-medal winners were in contention for the cup. (Only red wines were included in this contest; the state’s whites will be judged in the fall.)

Does this mean the King Family Meritage is the best red wine in Virginia? Not definitively; only about 40 percent of the state’s wineries entered the competition. But it gives the producer well-deserved bragging rights. A contest such as this is valuable as a snapshot of how Virginia’s industry and individual wineries are doing, and the gold-medal list contained some surprises.

Not bad for a vineyard from “little” Crozet.

We need to read the budget and make suggestions. (although it would be easier if we had the option to download the entire budget in one document, thus making searching easier)

County Executive Bob Tucker:

“It is important for me to state very clearly that while the library is recommended for a reduction in this budget the County has not proposed and indeed would not support the closure of any branches, including those in Scottsville or Crozet. It is not our desire to recommend reductions to any of our valuable community agencies, but we do so out of necessity only after we have very aggressively reduced our own department expenditures to the point where core services must now be preserved. It is important to note that reductions to community agencies were avoided for the first two years of the recession as local government operations and staffing have absorbed significant decreases. In fact, in FY08/09 when the County was experiencing declines in revenues related to the economic downturn and responded by freezing/ eliminating county staff positions and reducing operating budgets, community agencies received an average increase of 4% in funding. In FY09/10 while local government expanded its frozen/eliminated/offset positions to 55 and reduced non-personnel expenditures significantly, agencies maintained at least level funding while several again saw slight increases. “

The first budget public hearing will be held Wednesday evening at 6:00 pm at Lane Auditorium in the County Office Building on McIntire Road.

What cuts can you find? Dolores found $75,000 in the Libraries’ budget (pdf).

Hmmm …. I think a good business opportunity would be for some enterprising (team of) individual(s) to offer babysitting services in a central location (Cville Coffee? ) so that parents can attend the public hearing. Just a thought.
Update 1 March 2010: The Jefferson Madison Library Board of Trustees has voted to close the Scottsville Library.

Not the store, but the bagels.

I stopped into Trailside Coffee this morning and was greeted with smiles and a surprise: they now are picking up Bodo’s Bagels in Charlottesville and bringing them to Crozet … hopefully every morning.

Had I paid attention to their Twitter feed, I would have seen the news.

BODO’S Bagels are here! that’s right, I said it! We got them so come and get em!. Bodo’s!!!!! that was the secret fyi:)

The logistics are still being worked out and perfected, but the bagels were there this morning and will hopefully be there tomorrow as well.

Thanks to Trailside for bringing more civilization to Crozet.

Update: Walk to School Day is “canceled due to ice and snow on the sidewalks”

This Friday, 19 February is Crozet Elementary’s Monthly Walk to School Day. We probably won’t be walking as we would be walking in the middle of the road for most of the way due to snow.

I asked on Twitter if Brownsville does “Walk to School” days – (and really meant Western and Henley as well) and got an interesting response. Is it true that kids are discouraged/disallowed from walking to school on their own?

A reminder that the last Crozet Master Plan Revision Forum is Thursday, February 18, at 7:00 PM in the Field School (Old Crozet Elementary)

Crozet has traditionally been regarded as having high-quality public schools; as such we benefit from the market created by our schools.

Do better schools increase house prices? From my perspective as a Realtor in the Crozet area, the answer is yes. I have never had buyers tell me that they wanted to live in a bad school district; but virtually every single one – whether they have kids or not – wants to be in a good school district. Frankly, I don’t need metrics or analysis or data to support my conclusion; I know that people buying homes in Charlottesville and Albemarle want good schools.

All the data in the world isn’t going to change my opinion, either as a Realtor or as a parent, that good, quality schools matter – to our kids and to our housing values.

For many people, an important consideration when buying a house is the quality of the local public schools. There is a general perception that, all else equal, houses in better school districts will cost more.

Our results indicate that individuals pay attention to both per-pupil expenditures and test scores when deciding where to locate. However, when purchasing a home, individuals do appear to consider the current test performance of students in the local school rather than the extent to which a community’s schools contribute to a cohort’s test performance.

So what? What happens to Albemarle County home values if:

1 – Albemarle County schools cannot trim the fat sufficiently and
2 – They have to make so many dramatic cuts?

This is an email sent by the Albemarle County Parents’ Council with five attachments that will help you get acclimated … before the public hearing tonight at 6:30.

Brian Wheeler has presented a post with hard numbers – numbers that put into context what an increase in property taxes would mean for you – something that has been mostly lacking from most discussions I have read.

The Albemarle County Public Schools budget is now facing catastrophic cuts if we do not find new sources of revenue. This is the result of the national economy, declining sales taxes, declining property values, a proposal to lower taxes collected in Albemarle, and significant state funding cuts for education.

… In an effort to get my head around the numbers, I have prepared the attached spreadsheet which evaluates (to the best of my ability with the data available), the impact of the different budget scenarios and what different property tax rate increases necessary to close the funding gap.

If you download the Excel spreadsheet, you can even plug in your own home assessments from 2009 and 2010 to measure the personal impact of adjusting the tax rate. At this point in the process, I don’t like trying to address a budget challenge by manipulating the tax rate, but I think the public deserves some factual information about the different scenarios and how that might impact their personal pocketbooks. At this point, the burden has been put on local government and it has few revenue tools at its disposal. We all need to understand the cost-benefit of the status quo, the current tax rate, which in reality is a tax reduction.

In the analysis I have provided, here is the bottom line for the median household (2009 sales price) in Albemarle.

• With the worst case state funding scenario (new reductions of $9 million), a property tax rate of 86.5 cents would fund Dr. Moran’s budget with only Tier 1 cuts implemented. That rate would increase ANNUAL tax payments by $272.08 for the median priced home when compared to 2009.

• In the best case state funding scenario, a property tax rate of 81.9 cents would balance the budget and increase ANNUAL tax payments by $146.19 for the median priced home when compared to 2009.

The quality of local public schools is widely believed to be a key determinant of housing prices.1 However, the strength of the consensus is puzzling, given the formidable empirical challenges facing any homeowner or empirical researcher seeking to answer the question carefully.2 First, good schools usually come bundled with other neighborhood qualities– such as proximity to employment, shopping and recreational conveniences and neighborhood peers. Because the homebuyers who enjoy (and can afford) such amenities tend to congregate together, it is difficult to isolate the effect of schools from the effect of these other traits that accompany good schools. Second, it is difficult to disentangle the valuation of the schools themselves (school facilities, curriculum, teachers and principals) from the valuation of the quality of peers available at the school. Common measures of school quality (such as test scores) typically reflect both the quality of the education being offered and the characteristics of the incoming students.3 It is unclear whether homebuyers are paying for quality schools or quality classmates
for their children.

Many of you may not know that the Albemarle County Board of Supervisors has spoken about closing Scottsville Library and our own Crozet Library. Due to budget constraints, they say there is not enough money for these libraries. It has been shown that the cost of running the libraries in Albemarle County is well below the other areas in Virginia. Also the Crozet Library has increased their volume of circulation over the last 2 years. As you know, once they do close this library, it is very likely we will not get another one – new or old back into this area.

Please help us save our local library! They are trying to brainstorm ideas of how we can help save the library. Right now due to weather conditions, they are not having a library meeting scheduled. But, there is a Board of Supervisors meeting on Wednesday Feb. 10th. Anyone who wishes, can go and sign up to speak out for the library.

We also have petitions to sign against closure put out at Crozet Pharmacy, Crozet Hardware Store, Mudhouse and the Post Office. I will try to put out more petitions as weather clears. Also there is a website I have created for people to post on and I am sending these to Board of Supervisors:www.savecrozetlibrary.webs.com . Please forward this info to anyone you can! On this website is a calendar for future events. If we can get the weather to co-operate, I will try again to post new dates for any meetings.

You can also email Albemarle County Supervisors to let them know how you feel. So far they are saying that the Scottsville Library will definitely close and Crozet is on the border line of closure!!

Not only is Crozet not getting the mammoth new library it was expecting, a possible ten percent budget cut might mean closure of library it already enjoys, and Scottsville could lose its library with just a five percent cut. This is according to Anthony Townsend, president of the board of the Jefferson-Madison Regional Library.

And from NBC29:

With Albemarle County proposing budget cuts of 5 or 10 percent, the library’s board says it will not stand for it.”Such cuts would likely force the closure of Albemarle’s two smallest branch libraries in Scottsville and Crozet,” Townsend said. The library’s president says they will not have Albemarle dictate how its money is spent, especially when it comes to its hours of operation.

Nearly twice as many homes have gone under contract in Crozet (defined as Crozet and Brownsville Elementary) in the first 38 days of the year compared to the first 38 days of 2009. It’s not a rebound or a recovery, but it’s definitely a good sign.

Sure, we’re talking small numbers:

9 homes – attached and single family – went under contract between 1 January and 8 February 2009

18 homes – attached and single family – went under contract between 1 January and 8 February 2010

It’s a PDF, and it is a good, insightful and thorough analysis of what is happening in the broader Charlottesville real estate market:

2010 will be an interesting year to watch. Employment numbers continue to creep higher throughout the country and the state; national debt and deficit levels are of a constant concern; the foreclosures and short sales will increase; and yet there are positive signs that our market is making a stride toward normalcy. Number of transactions increased from Q2 to Q3. On a seasonally adjusted rate, sales increased from Q3 to Q4 by more than 10.8%. Charlottesville remains lowest of all Virginia for unemployment rates. And while statewide and nationwide unemployment numbers are up, Charlottesville has fallen for four straight months (Aug thru Nov) to 5.1%, which is lower than we have seen since December of 2008.

The big “what-if” for 2010 will be keeping an eye on Short Sales and Foreclosures across Central Virginia. We will go into this in more detail, but the basic issue is that Short Sales are up all across our state, and Charlottesville is not completely immune. Foreclosures are up significantly in Central Virginia, but are still way behind rates in other parts of the state. If that trend ends, and Central Virginia catches up with Richmond and Northern Virginia, we will see a significant erosion on prices throughout this year. As it stands, signs point to another 6-9 months of price drops followed by some stabilization, but no sign of increases in the next 18-24 months.

Nice update from the Daily Progress this morning:

Updated: 11:00 a.m. As the snow began to fall Friday morning and the roads had yet to become impassable, dozens of Crozet residents rushed out to Crozet Hardware after hearing—primarily over Twitter—that the shop had received a last-minute truckload of snow shovels. By 10 a.m., more than 80 percent of the 230 shovels had been bought up.

A few doors down, the Crozet Mudhouse was doing brisk business as residents took advantage of the final few hours they could travel freely before hunkering down inside their homes. The coffee shop planned to stay open until 5 p.m. Friday and expected to re-open Saturday between 8 a.m. and 3 p.m.

The Albemarle County Board of Supervisors voted unanimously Wednesday morning to approve a renewal of the lease agreement between the county and the Field School of Charlottesville to lease part of the Old Crozet School.

I would like to know what Internet provider and also what cell phone service folks in the Emerald Ridge/Saddle Hollow area use, especially those with smart phones.

This is a timely email, as this comment was just posted on a post from January of last year:

So I guess I can deduce from what everyone has written above is that go with Direct TV? We are moving to the area and are reviewing our options. Does anyone have any recommendations for phone/internet bundles? Embarq seemed a little steep. Does anyone know if the cell phone reception for Sprint works well in the area?

So … Crozetians – what are the best internet and cell phone providers?

I use Verizon (they have the best coverage in the Crozet/Charlottesville/Central Virginia area) and Comcast (who are mostly reliable but insanely, unnecessarily and unfortunately expensive).

“I was wondering what other roads in Crozet do not get touched for a couple of days after snow ? Tabor, High and Park seem to be overlooked everytime. There have been at least 6 cars stuck on High Street since yesterday morning, most recently 2 of them at 4:00 this morning. I really wish VDOT would get on a faster ball for the back roads since the main roads have been cleared for a while.”

As an aside, Albemarle County Schools are closed tomorrow (2 February) and it looks like we’re going to have more snow tomorrow and this weekend. Stock up, people!
