Following last year’s Spirit Walk, the Field School is again looking for performers:

Field School is hoping to find a few more performers for their 2nd annual Crozet Spirit Walk, to be held October 22 and 23 in downtown Crozet.  The tour begins at Field School with a ride over into town, and then a tour back out to the school, with historical acts all along the way.  Last year’s walk included characters such as Mrs. Claudius Crozet, Lady Astor, Samuel Miller, and young Meriwether Lewis.  If you are interested in participating this year, write Todd Barnett at todd@fieldschoolcv.net.

Here is the report referenced by NBC29 and commissioned by the Jefferson-Madison Regional Library (JMRL) board.

I emailed John Halliday, the Executive Director of the JMRL and asked three questions:

1 – Why was the study commissioned?
2 – Can you tell me how much it cost?
3 – What was the purpose of the study? It seems obvious that the library is too small.

His answers:

The study was done as a routine review of library facilities.  JMRL’s Five-Year Plan, 2009-2014 called for a review of library facilities to be completed by June 2010.  The review was completed in June, even though it had a July date.  The cost was $2000.  We called in a consultant because we wanted JMRL’s facilities to be looked at objectively, from an outsider’s perspective.  The review included space needs (size) based on current standards, condition of physical plant including furnishings and mechanical systems, and security needs.

Cat Killings in Crozet?

There have been several cats found dead in the Wayland’s Grant/Jarmans Gap area. There is speculation about coyotes or other wildlife doing the killing. Have you heard anything about this? It is concerning as a parent with small children who like to play outside. (We keep our cat indoors and will continue to do so!)

The Board of Supervisors will hold a Work Session on the Crozet Master Plan Update at their September 1, 2010 meeting. The Master Plan Update has been recommended for approval by the Planning Commission. The Board will receive public comment at this meeting. A public hearing on the Plan will be held at a later date.

Basically, Ron Higgins’ determination has been negated and the current status of the RestoreNStation is that it is still denied and must/may proceed with the Special Use Permit process.

From the letter: (bolding in the letter)

This determination supercedes the August 19, 2010 determination, which is hereby withdrawn.

Construction is beginning this week on Main Street and alley improvements as part of the next phase of the Destination Downtown infrastructure improvements scheduled for Crozet. The project includes construction of a new road, called Main Street, as called for in the Master Plan and significant improvements to the alley leading from the new road to the Square in downtown Crozet.

The new Main Street, which will be 380 feet in length in this initial phase, will have 3 lanes to accommodate an east-bound thru lane, a left-turn lane, and a west-bound (or right-turn) lane at the intersection with Crozet Avenue, at a future intersection with a street connection to The Square, and at a future intersection with High Street. Bicycle lanes, landscape/planting strips, pedestrian scale streetlights, and sidewalks are provided on both sides of the street.

Also as part of the project, the existing alley (between Main St and The Square) will be paved and a portion of the paved width will be striped for pedestrians/bicycles with pedestrian scale streetlights. The remaining width will allow for intermittent two-way movement consistent with the function of an alley.

“The Main Street project is the first is a series of critical improvements which creates a logical network of streets and sidewalk connections to enhance mobility in downtown Crozet for both vehicles and pedestrians,” said Bill Letteri, Director of Facilities Development for Albemarle County. “This project represents part of the County’s effort to create an economically viable and attractive downtown experience for businesses, residents and visitors.

Work on the project is beginning this week with the installation of preliminary erosion and sediment control measures and grading and excavation work. Construction is not expected to have a significant impact on day-to-day activities in Crozet, but there will be short periods when alley access is affected as well as limited interruption to traffic on Crozet Avenue. Once those activities are scheduled more definitely, that information will be shared with the public. The project is estimated to be completed by early December, 2010.
This project is a significant step towards realizing the Master Plan’s vision for downtown Crozet, with additional projects including a stormwater basin and construction of a parking lot as the first phase of the library project scheduled to get underway later this fall.

Last I heard the Restore N Station’s special use permit was denied.

Now it seems that that denial has been rescinded and the Head of Albemarle County Zoning …

… is facing allegations that he trumped the power of the Board of Supervisors … Higgins determined in writing on August 19th that water usage on the land where the large gas station would be built wouldn’t need a special use permit, effectively determining that Re-Store ‘N’ Station could go ahead with construction, because the project would use less than 400 gallons of water per site acre per day.

* Can we at least get some consistency on the spelling of the proposed gas station?

First, as Elaine indicated, I am writing to apologize for any perception that we were trying to keep any actions regarding the Re-Store N’ Station project from anyone who has expressed interest. There was a misconception on our part that more people were aware of the recent new proposal and request for new determination from the applicants of the Re-Store N’ Station project. I feel very bad about folks who may have felt blind-sided by the Determination last Thursday.

Secondly, we have discussed that August 19, 2010 determination at length with the County Attorney who has raised a number of issues with it. Therefore we are working with them to re-examine the determination and any revision that might be warranted will be released in the next week, at the latest. We will keep everyone informed about this and will share it as soon as it is completed. Our desire is to make this as clear, defensible and enforceable as we can.

Thank you all for your understanding and patience on this complicated project and issue.

Now that the Crozet Community Advisory Council has given their endorsement … what do the rest of you think?

A group that oversees planning in Crozet has endorsed a new concept to redevelop a lumber yard on the Square into a walkable and livable community similar to Charlottesville’s Downtown Mall.

“We need a pedestrian mall in Crozet,” said Mike Marshall, chairman of the Crozet Community Advisory Council. “This comes into Crozet’s life at a very fortunate time for us.”

The CCAC voted Thursday to recommend rezoning the 14.74-acre J. Bruce Barnes Lumber Yard and CSX railroad property to allow for future development as part of the Crozet Master Plan.

Once again, Charlottesville Tomorrow proves to be invaluable.

The agenda said that they were talking about growth plans in downtown Crozet.

One would think that a quasi-governmental council would at the very least provide minutes or be reported on by local media …

The Crozet Community Advisory Council (CCAC) is an advisory committee that provides assistance to County staff and the Board of Supervisors on civic/community issues related to implementation of the Crozet Master Plan in accordance with established county procedures. Members will communicate with their constituencies to increase understanding of and support for successful implementation of the Master Plan. The membership is broad-based to incorporate a variety of perspectives and ideas and to provide citizens, businesspersons and representatives of active community groups a chance to be engaged and be heard in a constructive and meaningful way.

The last minutes on the Albemarle County site are from August 2009. Bad form and irresponsible.

And yes, I’m frustrated that I have not been able to attend these meetings and I depend on others for their recounting of the meeting.

Crozet Community Advisory Council monthly meeting is this Thursday, August 19 at 7:00 PM at The Meadows.

Since last month’s CCAC meeting, there have been two important developments. As you hopefully read in the Crozet Gazette, the Albemarle County Planning Commission approved the Revised Crozet Master Plan!

And second, Piedmont Development Group (representing Carroll Conley) has put together a “possible development” scenario/plan for the Conley-owned properties (J. Barnes Lumber properties on the Square). The representatives (Katurah Roell and Kelly Strickland) shared this concept with Mike Marshall, Chair of CCAC, Tom Loach, our local Planning Commission member and Chair of same, Ann Mallek, our Board of Supervisors representative, and Albemarle County planning staff last week. It is the Development Group’s belief that in order for redevelopment of the J. Bruce Barnes Lumber Company to occur, the properties need to all be shown as “Downtown” on the Future Land Use Plan in the Revised Master Plan.

This issue was the major topic of discussion at the last CCAC meeting and at that meeting a different decision was made that was passed on to the Planning Commission for their end of July meeting. However, after looking at the possible development scenario, the representatives gave reasons for making it all “Downtown Zoning” that were compelling enough that Mike and Tom felt that the full CCAC and public should re-look at the recommended Future Land Use Plan for this area. They would like for the CCAC to consider a recommendation to put the references to the need for employment/office R&D Flex in Downtown in the text rather than showing it graphically on the Plan. This recommendation could be passed on to the Board for their September 1 Work session.

A pedestrian mall in the place of the lumberyard downtown?

Kelly Strickland, a CCAC member, surprised commissioners by informing them that R.E. Lee Construction company, which he works for, is drafting a concept for the redevelopment of J.B. Barnes Lumber Company at the request of its owner, Carroll Conley. He asked the commission for flexibility in language that would define where light industrial uses would be allowed on the 20-acre parcel. Commercial uses on the parcel, cur- rently zoned heavy industrial, would presumably fall under the rules for the adjoining Downtown Crozet District, which are designed to cre- ate a walkable, traditional down- town business district with a mix of apartments and shops.

Interviewed later, Conley said that discussion of the plan that has been submitted to county planners, planning commissioners and super- visors for reaction was premature, but that he believed that county leaders would like the concept. He said the lumber yard will continue to operate as normal.

The concept shows a central, 600-foot pedestrian mall flanked by three- and four-story buildings and the extension of Main Street to Parkside Village with two- and three-story buildings along it, a small park, a greenspace median and numerous parking areas.
