CCA Meeting Recap – 10 November 2016

I couldn’t make the meeting last night, but thankfully, @CrozetCommunity was tweeting it. Thank goodness for transparency!

  1. With regard to the County supporting the Master Plan update, the answer is two fold. One, the Crozet Master Plan was supposed to be completed last year, but the County did not have the funding to do the update, which is why Two, the community has decided to take on the responsibility to do the update itself. The staff has offered to provide support where they can, within their work schedule. Prior to actual Master Plan, the CCA is now in the process of putting together a community wide survey, which will help us set/renew the planning principles that will go into the update.
    As for being open to County residents, all meeting are open and posted on the CCA website. Of course we’ll continue to update the community as to our progress through not only the CCA website, but by using the other forms of communication found in Crozet such as The Crozet Gazette and Crozet Today.
    The answer to the last question about funding is the funding, where needed, will come from the community. The good news for Crozet is we’re not new to the business of Master Planning, not to mention that with the growth in Crozet over the past 10 years the amount of land to develop has diminished considerably reducing the complexity of the land use aspects of the update. Perhaps the most important reason to update the plan is to remove any ambiguity in the language found in the current plan. As many know the planning staff has had a different view of the language in the master plan from the community.

    Curious on this – how do you define the “community”?

    I’ve long struggled to articulate this, and it seems there are many constituencies.

    I think of Crozet for my real estate purposes at Brownsville + Crozet.

    Some think of Crozet as 22932, but that doesn’t include Highlands, or the Harris Teeter, for example.

    Crozet uses Albemarle County funds, so are they part of the community?

    Will you be reaching out beyond the Crozet community for input?

    Where are the working documents now? I assume they are somewhere for public review? I’m curious to see what questions are posed, and which are being rejected and approved; I think that the questions *not* asked – and who seeks to reject them – are as important as the ones that ultimately make it to the public survey.

  3. When talking about the Master Plan it includes only those areas within the Crozet growth area. That said, the survey we did in 2009 and the one we’re working on now will welcome input from a wider area. We will however know from the survey response where the response is coming from. For the scientific survey the bulk of its responses will come from within the growth area. Remember, the purpose of the survey is to use it as data for the Master Plan update.

    As for the current survey, there is nothing at present to be made available, since we’re still waiting for survey questions from the Crozet Board of Trade as well as questions that will be submitted from the county staff. I would say if you want to get an idea of the type of questions that will be on the survey, I would suggest you look at the 2009 survey, which I believe is available on the CCA web site along with the responses. What you’ll see in the 2009 survey is that many of the questions asked then are still valid concerns of the Crozet community.

    As this is a public forum/project, I assume that all conversations and meetings are being documented? And therefore FOIA-able?

    I am most interested in the questions that do not make the cut, who cut them, and why. What the public is allowed to see is one thing, but in this instance, the making of the sausage is critical to ensure public trust and buy-in.

    How will this be determined? Who is controlling the scientific survey?

    1. You have to realize that the survey is being done by the Crozet Community Association and not the county, therefore FOIA is a non issue. That said all of the meetings are open to the public and meeting dates and times posted, but what questions appear on the survey will be the responsibility of the CCA. As for public by in I guess that will be decided by the response level of the residents of Crozet. Last survey the CCA did returned over 700 responses and some 1,200 comments. With regard to the scientific survey we’re very fortunate to have 3 Phd social scientists helping with effort to insure the validity of data. Finally, I’ll check with Tim to see about getting the links corrected.
